Conditions of use of waste codes D and R in Europe. Review and development of collective proposals

Objectives

Within the European Union, waste recovery and disposal operations are classified under 28 codes. This nomenclature uses the "R" codes for recovery operations and the "D" codes for disposal operations, as defined by the Basel Convention. RECORD and its members would like to update the collective work carried out by the association in 2017 which led to major proposals for adjustments and harmonisation at European level.
This new project will involve updating the conditions of use and interpretation of the D/R codes in the EU and its Member States. Secondly, on the basis of collective reflection, a position paper will be drawn up on the difficulties of interpreting and using certain R and D codes and ways of improving their allocation. This work will take into account the context of the evolution of our economy towards the circularity of materials and the new reporting requirements (e.g. CSRD). The aim of this collective approach is to disseminate this information widely (France, Member States, EU) in order to help improve and standardise practices.
