Review of European practices for the characterization and classification of waste with H14 risk criterion (ecotoxiciy)

Summary

Since 1996, RECORD has conducted several major studies into the application of the H14 criterion. The organisation by Germany in 2008 of an interlaboratory ring trial gave RECORD the opportunity to resume its activities by supporting the participation of French laboratories. This report gives an account of the results of the interlaboratory test in general (more than 50 European laboratories took part) and more specifically of the tests on the battery used by the French laboratories. All of these results should be used to support the drafting of a regulatory text relating to the application of the H14 criterion in Germany. This study also takes stock of how the H14 criterion is applied in the main European countries, by means of a survey and an analysis of the regulatory texts available. Finally, it presents the likely short-term developments in the application of criterion H14 for assessing the hazardous or non-hazardous nature of waste. The application of criterion H12 (ecotoxicity) of the Basel Convention for the transboundary transport of hazardous waste is also discussed.
