Improving waste traceability is now a major challenge, lying at the intersection of public policy management and the fight against illegal practices. The ongoing digital transformation, the proliferation of tools and the European drive towards harmonisation call for a critical overview of the whole picture. To this end, this study aims to shed light on the issue in three stages: a summary of regulatory obligations and their shortcomings; a broad mapping of traceability tools at European level; and a detailed critical analysis of around fifteen tools to be selected during the project.
The compilation of this work will lead to operational recommendations, centred on enhancing interoperability, administrative simplification and the feasibility of a more integrated traceability system.
