The aim of this work is to provide a glimpse of the trends in waste legislation in France through the opinions of experts. A new law on waste has been announced by the Minister for the Environment, who hopes to present it by the end of 2004. The application of law no. 92-646 of 13 July 1992, which amended the framework law of 15 July 1975 on the elimination of waste and the recovery of materials, has been the subject of several evaluations, in particular by the Conseil National des Déchets (National Waste Council) and the Commissariat Général du Plan (General Planning Commission), which have proposed certain amendments to the law. Thirteen experts were consulted for this study, and the conclusions of the evaluation carried out by the Commissariat du Plan were also taken into account. A questionnaire was submitted to the thirteen interviewees. The following topics were discussed: the fundamental contributions of the 1992 law, the concept of final waste, the difficulties in applying this concept and possible changes, dedicated channels, the need for a new deadline, departmental household and similar waste elimination plans, non-hazardous industrial waste and its management, organic recovery and the elimination/recovery issue. It emerged from the interviews that no one wanted to see any fundamental changes to the law, but that the concept of final waste and the management of non-hazardous industrial waste, which are the subject of controversial opinions, as well as the management of organic waste, could still be improved.
